Human Skills & Capability Platform

HR platforms record people. Learning platforms deliver content. GoMeasure measures capability.

Not an HRMS, HCM, LMS or LXP — the layer that turns scattered skills into one source of truth, measures them, and puts verified capability to work.

The category

You already have systems. None of them measure capability.

A Human Skills & Capability Platform (HSCP) is a skills intelligence and measurement system. It pulls the skills scattered across your HRMS, LMS, ATS and spreadsheets into one source of truth, measures them to a verified level with evidence, closes the gaps with targeted development, and mobilises the verified capability into hiring, mobility, succession and workforce-planning decisions.

SystemWhat it doesBlind spot
HRMS / HCMSystem of record — identity, title, pay, org structure.Says nothing about capability.
LMSDelivers and tracks courses and completions.Measures attendance, not whether the skill landed.
LXPRecommends and curates what to learn next.Measures engagement, not proof.
ATS / point assessmentsRuns hiring workflows or tests people once.A snapshot at the door — nothing after they join.
HSCPOrganises skills into one source of truth, measures them, develops the gap and mobilises verified capability. The proof layer the others were missing.

A résumé is a claim. A course is attendance. Capability is what someone can actually do — and only measurement can prove it.

How it works

One loop, from scattered claims to proven capability.

  1. 01OrganiseOne source of truth — framework, library, taxonomy.
  2. 02ClaimEvery skill starts as a claim: self-declared, imported or inferred.
  3. 03MeasureAssess and interview to a verified level, with evidence.
  4. 04Gaps & actionsDistance to target, prioritised by criticality.
  5. 05LearnA targeted course and IDP for each gap.
  6. 06MobiliseHire, move, promote and plan on trusted evidence.

↻ Re-measure — verify whether capability improved and remains current, so the picture never goes stale.

The evidence standard

Four rungs. Most skills data stops at two.

1Claimed

Self-declared in a résumé, profile or record.

2Inferred

Suggested by work history or activity.

3Measured

A structured interview, assessment or task.

4Verified

Evidence, integrity checks, a level and a date.

For leaders

Four questions every CHRO gets asked.

01

What can our workforce deliver today?

Current proficiency, evidence and readiness by role, team and location.

02

What capability will the business need next?

Future demand against the supply you actually have.

03

Should we build, buy or borrow it?

Development time against hiring availability and internal supply.

04

Did our investment work?

Capability improvement, quality of hire and time to proficiency.

FAQ

Frequently asked questions

What is a Human Skills & Capability Platform (HSCP)?

A Human Skills & Capability Platform (HSCP) is a skills intelligence and measurement system. It pulls the skills scattered across your HRMS, LMS, ATS and spreadsheets into one source of truth, measures them to a verified level with evidence, closes the gaps with targeted development, and mobilises the verified capability into hiring, mobility, succession and workforce-planning decisions.

How is an HSCP different from an HRMS, HCM, LMS or LXP?

An HRMS or HCM is a system of record — it stores identity, title, pay and org structure but never checks whether a recorded skill is real. An LMS delivers courses and records completion; an LXP recommends what to learn next. All of them record or deliver. An HSCP measures: it turns skill claims into verified proficiency with evidence and keeps it current, then feeds that proof into the decisions the other systems support.

Does an HSCP replace our HRMS or LMS?

No. It sits alongside them as the proof layer. Your HRMS remains the system of record and your LMS keeps delivering learning. The HSCP organises the skills those systems hold, measures them, and hands verified capability back to hiring, mobility, succession and planning.

What does 'verified' mean in an HSCP?

A verified skill is supported by evidence from a structured measurement — an assessment, an AI interview, a 360°, a graded manager review, a project outcome or a verified certification — with integrity controls, a banded proficiency level and a recency date. A self-rating or a course completion is a claim, not a verification.

Which decisions does an HSCP improve?

Hiring (quality of hire measured before and after), internal mobility (finding people who can do the work regardless of title), succession (benches built on readiness evidence), learning (targeted plans from measured gaps, re-measured on completion) and workforce planning (build vs buy vs borrow, demand vs supply) — all on the same capability record.
